Unless there is a very good reason why someone would need to create a record of this type from the Quick Create menu (plus sign icon), default this setting on entities to OFF.

Too much cluttering of the Quick Create menu occurs because entities that would never in any reasonable user scenario are rolled out with Quick Create defaulted to ON. It then requires clean up effort, and for some of these this can only be done through solution deployments.
